Add reference to webservice runtime when adding validation or extraction rules from web service windows

If the plugin is installed at a later time after the webtest is already created, or webtest are created manually without recording (which in most cases is true for web service tests) the plugin runtime will not be added to the Project automatically. The validation or extraction rules can still be added, but will not work, nor will the properties window for such rules be populated. There should maybe also be a manual tool for this in the Tools menu, to add the reference.

Workaround right now is to create a new web test recording (you need to record something) so that the recorder plugin will add the reference to the Project.
